As per foreign trade policies and business regulations, metal scrap imports are allowed as long as they do not contain hazardous materials, radioactive waste, toxic substances, or any form of arms, ammunition, used or live shells, mines, cartridges, or explosives.

A notice issued by the Director-General of Foreign Trade in 2017 mandates that all un-shredded metal scrap imports must be directed to ports with radiation detection equipment. Imports of shredded metal scrap (such as iron, nickel, tin, aluminum, zinc, copper, magnesium, and steel) are allowed without a license, provided they meet specified entries in the ITC (HS) classification.

Compliance with the 2008 Hazardous Waste Handling Rules, allowing copper scrap in metallic, non-dispersible forms and mixed non-ferrous heavy fraction scrap, provided they do not contain elements listed in Schedule II.

A clearance certificate from the Pollution Control Board is required for certain products that may impact the environment.

A pre-shipment inspection certificate from the exporter country’s agency is necessary.

Government registration is mandatory to operate as a metal scrap importer.
